2017-18
HB84, DL/Deaf or Hard of Hearing Designation
This was an act to direct the DMV to develop a designation for Driver’s Licenses that may be granted upon request to a person who is deaf or hard of hearing.
HB385, Impaired Hunting/ Orange County
This is a bill to prohibit hunting on private property in Orange County while under the influence of an impairing substance.
2015-2016
H670, Honor Dean E. Smith
This was a joint resolution honoring the life and memory of Dean Smith, legendary men’s basketball coach at the University of North Carolina at Chapel Hill.
H330, Expand Medicaid to All Below 133% FPL
This bill, referred to the Committee on Health, would have 1) repealed the requirement for the General Assembly to take action to expand Medicaid, and 2) directed the Governor to submit the needed paperwork to expand Medicaid in our state.
H621 - Public Financing of Municipal Elections.
When the law was silent on this question, Chapel Hill and Carrboro had public financing programs for their Town Council/Board of Alderman Candidates. This bill, referred to the Committee on Elections, would have given that specific authority to all municipalities across the state.
2013-2014
HB220, Designate NC Fragile X Awareness Day.
This act designated July 22nd of each year as NC Fragile X Awareness Day. Fragile X is a genetic condition that affects twice as many males as females, affects more than 100,000 Americans, and causes intellectual disability, behavioral and learning challenges, and distinct physical features. This day is intended to raise awareness for a disorder that is easily identified by testing but not well-known among the public.
HB891, Exploitation of Srs/Freeze Defendant's Assets.
This bill authorized a district attorney to petition the court to freeze and seize the assets of a person charged with financial exploitation of an elder or disabled adult.
2011-2012
This year had particular significance, where Governor Perdue led the vetoing of 14 bills, including a Voter ID bill, as well as those designed to privatize education, reduce UNC system funds, roll back environmental protections, allow guns in public parks, and cut taxes for the wealthy.
HB916, Statewide Expansion of the 1915(b)(c) Waiver
This bill established public sector Medicaid managed care (MCOs) for people with mental illness, developmental disabilities and substance addiction. The state sets eligibility and provider rates and contracts with the public LME/MCOs to manage a capitated Medicaid budget. The LME/MCOs contract with providers to deliver services based on successful treatment of patients and reduced care in ERs and state institutions. This system shares some features with Community Care of North Carolina (CCNC), a 501(c) 3 agency that assists Medicaid patients to follow their physical health treatment plan, avoid emergency room care and hospital re-admissions.
2009-2010
H1905, Fire Safe Cigarettes
This law amends the fire-safety standard and Firefighter Protection Act, as recommended by the public health study commission. It regulates cigarette manufacturing regulations and requires certification every three years to ensure compliance with standards.
H721, Carrboro/ Housing Discrimination
This is an act amending the Charter of the Town of Carrboro to allow the town to adopt ordinances prohibiting housing discrimination on the basis of familial status and handicap.
H1123, UI/Severely Disabled Veterans
This law extended unemployment benefits to severely disabled veterans who chose to seek work rather than receive VA compensation.
2007-2008
H265, Establish High Risk Pool
Established and determined the qualifications and standards for NC’s high risk insurance pool. This provides affordable, individual health coverage to North Carolinians who do not have access to employer coverage or who face higher premiums due to pre-existing conditions.
H973, Mental Health Equitable Coverage
An act to require mandatory health insurance coverage of certain mental illnesses and to require at least a minimum benefit package for other mental illnesses.
2005-2006
H238, Public Confidence in Elections
Ensures a paper trail ballot for every voter in the state and fair distribution of the Help American Vote Act money to pay for new voting machines across the entire state.
H355, Child Nutrition Standards
First major bill passed in the state designed to address the obesity crisis among our children.
H2077, Mental Health Reform Changes
This was an act to make changes with respect to the implementation of mental health reform, offering guidance at the state and local level, and providing an improved framework for mental health services.
2003-2004
H36, Repeal Involuntary Sterilizations
This act repealed the law that authorized the involuntary sterilization of person who are mentally ill, to permit the sterilization of the mentally ill only when absolutely medically necessary, and to make conforming changes to other statutes.
H773, Chapel Hill Sprinklers
This bill allows the Town of Chapel Hill to require sprinklers be installed in bars, clubs, and all other similar places of public assembly.
2001-2002
H381, Mental Health Reform
This bill separated mental health services from the money that paid for the services, meaning that public mental health authorities will manage both the Medicaid and state mental health dollars and divest the delivery of services to other public or private sector providers.
H1515, MH/DD/SA Commission Changes
This law created the Joint Legislative Oversight Committee on Mental Health, Developmental Disabilities and Substance Abuse Services.
1999-2000
H1132, Preserve Farmlands/ Small Farms
This law established the Farmland Preservation Trust Fund.
